PT Sampoerna Telekomunikasi Indonesia is the sole licensee of CDMA2000 1X technology at 450 MHz band in the country. Given its technology advantage, Sampoerna Telekomunikasi Indonesia will first focus on offering telecommunication access to the previously underserved and underprivileged rural markets. Over the next two years, the company will have nationwide coverage, allowing the company to bridge the rural-urban communities. Sampoerna Telekomunikasi Indonesia will utilize its expanded 450 MHz band CDMA2000 1X network to re-launch fixed wireless service under the new Ceria brand name. The Ceria service will be launched on March 1, 2006 in the province of Lampung, followed by a launch in the province of Bali a few weeks later.

Sampoerna Telekomunikasi Indonesia appeared in Indonesia telecommunication horizon after its acquisition of PT Mandala Selular Indonesia, the original licence holder of the 450 Mhz frequency. And Mandala Selular Indonesia it self become telecommunication player after its acquisition of PT Mobisel, one of several NMT (nordic mobile telephone) and AMPS operator. Currently only Mandala Selular Indonesia exist in 450 Mhz, the other NMT operator moved to CDMA 800 MHZ and together established Mobile-8 (PT Mobile-8 Telecom), one of CDMA 200 1X operators.

And as Mobisel since the beginning has a nation-wide operating licence, Sampoerna Telekomunikasi Indonesia also hold licence to provide nation-wide CDMA 450 Mhz services.
